Download a specific Miniforge installer determined by the variant, version, and architecture from the action inputs.
Parameters
- inputs: IActionInputs
  The parsed action inputs containing variant, version, and architecture.
- _options: IDynamicOptions
  The current dynamic options (unused).
Returns Promise<string>
The local path to the downloaded installer.

Throws
If the architecture is not in constants.MINIFORGE_ARCHITECTURES.
